The three symbols can be stored on the white spots. 

The system by which the child communicates the help they do or do not need is flexible, depending on the needs of the child and the environment. In the past, children Lynne has worked with have had a specific Velcro spot on the corner of their table, where they can place their relevant help symbol, for the attention of adults.  Others have had a double-sided wheel; the second side just has one piece of Velcro attached; the child can place that upright so they can place their current help status symbol on that, whilst continuing to have safe storage and easy access to their other symbols on the three white spot side.
